Porting the Simulation Engine into Rust

Modeloop rewrote its simulation engine from Python to Rust to speed up model execution, reporting in its own engineering benchmarks an average 8.6× speedup for model-in-the-loop runs and 16.4× for software-in-the-loop runs across six models.
